The Collective Wage Agreement is mandatory for all businesses that perform cleaning-related activities and operate in Germany, effective October 1, 2022.
This includes companies that perform the following activities:
Additionally, this includes commercial employees who perform activities subject to social insurance contributions, are marginally employed, or are undergoing training.
Interior and routine cleaning work, especially cleaning, care, and protective treatment of interior building components of all kinds, in vehicles, and in traffic and open areas (including winter services)
Interior cleaning and maintenance cleaning work in operating rooms, isolation rooms, intensive care units, dialysis rooms, as well as TB wards and isotope laboratories
Interior cleaning and maintenance cleaning work requiring additional, recognized qualifications (disinfection specialists, radiation protection, hazardous materials and environmental protection officers).
Post-construction cleaning work and forepersons in interior and maintenance cleaning.
Discontinued since 2011
Glass and facade cleaning work, especially cleaning, care, and protective treatment of glass surfaces
Activities requiring knowledge and skills acquired through at least three years of vocational training.
Journeypersons with instructor qualification who have been entrusted with the responsibility for apprentice training.
Skilled forepersons in glass and exterior cleaning.
With the November 15, 2024 collective bargaining agreement, the negotiating parties in the building cleaning trade have agreed on a new collective wage agreement . This applies to all commercial employees in building cleaning in Germany and includes two increase stages – effective January 1, 2025 and January 1, 2026. The term ends on December 31, 2026.
The second stage of the collective agreement comes into effect on January 1, 2026. This will lead to another significant increase in the collectively agreed hourly wages across all wage groups.

Note: Wage Group 5 remains vacant.
The job characteristics for each wage group are stipulated in § 8 of the generally binding framework collective agreement dated October 31, 2019.
Also the minimum wage collective agreement was adjusted. For minimum wage group 6 , a binding hourly wage of January 1, 2026 applies from €18.40 (+4.25%).
The new minimum wage was on January 28, 2025 by statutory instrument under Section 7 of the Posted Workers Act (AEntG) (Tenth Ordinance on Mandatory Working Conditions in Building Cleaning) declared generally binding.
This means that all cleaning companies, regardless of collective bargaining agreement affiliation or location abroad, must adhere to these wages.
The Customs Financial Control of Undeclared Work monitors compliance with mandatory wages. Violations can result in high fines being imposed.
