Hardship Allowances in Building Cleaning: Definition and Calculation

What are hardship allowances?

Hardship allowances are paid for work that involves exceptional hardship. Employees are entitled to the following hardship allowance for the time they perform one of the following activities, based on the wage rate applicable to the work area.

Work with personal protective equipment

e.g.: respirator, gloves, protective clothing
Work where a prescribed protective suit (coated with PVC or similar) is used:

  1. With overshoes, hood, goggles, and gloves: 5%
  2. With overshoes, hood, and gloves, filter mask or air-assisted breathing systems: 15%
  3. With overshoes, hood, and gloves, supplied-air respirator (SCBA), fresh air supply hose device, or a rebreather: 20%
  4. As full protective gear or a chemical protective suit (Type C) with face and respiratory protection: 40%

Work where a prescribed respirator
is used: 10%

Overtime Supplement

Due to the particular physical strain involved in cleaning activities when working more than 8 hours daily (Section 3, Paragraph 1 of the Working Time Act) or more than 40 hours weekly, and to prevent these additional burdens, employees receive, for working hours exceeding 8 hours daily, or alternatively
for hours worked beyond 40 hours per week
a supplement of 25%.

Further details:

  1. The supplement amount is to be calculated from the hourly wage. If multiple supplements apply, only the highest one will be paid.
  2. Overtime, night work, Sunday work, and public holiday work that is absolutely necessary for operational reasons may be ordered by the employer.
  3. Any further extension of working hours is only permissible in compliance with the relevant provisions of the Working Time Act.

Sections 2 & 3 do not apply to young people.

Entitlement to hardship allowances requires employees to comply with the relevant occupational safety regulations.
