Collective Bargaining Agreement for Building Cleaning 2026: What's changing for employers and employees?

Scope of Application

The Collective Bargaining Agreement is mandatory for all businesses that perform activities attributable to building cleaning and operate in Germany. ‍

This includes companies that perform the following activities:

1. Cleaning, caring, and protective post-treatment of exterior building components of all types of structures,
2. Cleaning, caring, and protective treatment of interior building components of all types of structures, building facilities, building services systems, technical equipment, as well as furnishings in rooms such as furniture, fittings, and all types of floor coverings and glazing,
3. Cleaning and maintenance of machinery and equipment, as well as removal of production residues,
4. Cleaning and maintenance of vehicles such as buses, trains, airplanes, and ships (with the exception of car cleaning in car washes and car dealerships), traffic systems, facilities, and lighting systems,
5. Cleaning of traffic and open spaces, including the performance of winter services, provided these activities are not assigned by law, legal ordinance, or municipal/city-state statutes,
6. Performing decontamination measures,
7. Performing disinfection measures and room hygiene work.

Businesses fall entirely under this collective bargaining agreement if building cleaning services are predominantly provided by or within them.

Employer Obligations

The parties to the collective bargaining agreement are obliged to ensure the implementation and compliance with this framework collective bargaining agreement and the collective bargaining agreements concluded in connection with it.

The employer is obliged to hand out this collective bargaining agreement or display it in a suitable location within their company.
